No. Books checked out to journal accounts must remain in the Law Library. If an individual student from the journal would like to remove a book from Northwestern University Libraries that is checked out to his or her journal from the library (even just to go to the journal offices), s/he can check it out to his or her own account. Then, upon returning to the Law Library, s/he check it back in to the journal's account before placing it on the journal's shelf. Interlibrary loan books on loan to journals need to remain in the Law Library.
