If I am working on an Illinois legislative history, where can I find committee reports or hearings?

House Committee hearings are recorded (beginning in 1975) and you can request audio of the hearings from the Office of the Clerk of the House at 217-782-8100.  There will be a charge.  The Senate does not record its committee hearings.

Committee reports are not generally available. If there is a report, you can find reference to it in the Illinois House or Senate Journals.  Those are accessible on ILGA.gov.  Be sure to navigate to the correct General Assembly before you start searching.  For example, the 102nd General Assembly covered parts of the years 2022-2023.  Once you find the House and Senate Journals, search for the bill number and try adding keywords like [report of committee] or [committee report].  Note, even if there is a report, it is probably brief and may only report the committee vote recommending passage.

The best evidence of legislative intent that you can find for an Illinois law is in the floor debate transcript.  See our Illinois Legislative History guide for more information on researching Illinois legislative history.
